I have been using a similar o-scope method of power measurment on the WM Hifer beacon. See this website for details;

I think you should reconsider using 50 ohms in your calculations. I use a nanoVNA to get the antenna resistance. I believe a dipole is closer to 72 ohms, my 1/4 wave vertical monopole with a drooping ground plane is 37 ohms.
