As you surmise, the trick is not so much to make the transmitter happy, but to kick enough non-virtual photons into space outside the induction zone/near-field region to produce independently propagating electromagnetic waves.

This requires accelerating free electrical charges in one direction then the other, repeatedly, in as long a conductor as the rules allow, and with as little loss of energy as possible. Resistance is futile...er, is the enemy, causing power to be wasted as heat.
